Smallest PLC with RF Link

I need smallest possible light weight PLC with RF Link to PC. I have to digitize 8-analog signals 0-1V range in 12-bit and transmit information to PC 3km away from balloon to ground. Allowed weight is 300g including PLC, battery and RF antenna.

Any help most welcome.
