When you tap power from a transit bus, the power supply is subject to all kinds of glitches when other devices draw power. You may want to add a large electrolytic capacitor (470 uF, 50V) in parallel with a 0.1uF capacitor across the power supply into the E10-Relay to filter out the noise and occasional voltage dip that could trip the CPU's low voltage detection circuit into action. You may also want to consider running a separate bus for the PLC's power supply instead of sharing it with other loads on a transit bus.
